Cebu City is exploring a new scheme to reward businesses that help tackle lifestyle-related diseases. The proposed ordinance, submitted on 3 February 2026, offers tax breaks and regulatory perks to qualifying companies. So far, no firms have applied since the draft was introduced last week.
The Cebu City Health Promotion Incentive Ordinance of 2026 aims to boost access to healthy food and wellness services. Businesses involved in food retail, fitness, or nutrition services could receive financial incentives. These include partial cuts to mayor's permit fees, business taxes, and sanitary inspection charges.
Incentives would be tied to performance and limited in time. Only the parts of a business directly promoting health would qualify. Non-monetary benefits include faster permit processing and a special 'Healthy Cebu Business Seal'.
To be eligible, companies must operate within Cebu City and focus on health-related activities. They would also face regular compliance checks by city officials. As of 9 February 2026, no businesses have registered, likely due to the short review period.
The ordinance remains under discussion, with no applicants yet. If approved, it could lower costs for businesses that support public health. The city expects more interest once the final rules are set.
