Lower Saxony unifies pharmacy rules under landmark 2026 contract
A new statewide contract for pharmacies in Lower Saxony will take effect on July 1, 2026. The agreement, signed by the State Pharmacists' Association (LAV) and health insurance funds, replaces previous fragmented rules with a unified system for supplying practice medications.
The LAV ended the old regulations on December 31, 2025, prompting lengthy negotiations. The resulting contract introduces standardised priority rules for dispensing finished medicines to practice medication supply for the first time.
One key feature is a no-strike clause, initially extended until March 31 and later to June 30, ensuring continuous service. The new framework also includes improved remuneration for vaccine deliveries to contract physicians, starting at 80 cents per dose and rising to €1 once specific targets are met. The agreement applies uniformly across Lower Saxony, covering all districts and independent cities. However, the exact number of pharmacies affected and their regional distribution remain undisclosed.
The contract will streamline pharmacy operations by replacing inconsistent local arrangements with a single set of rules. Pharmacies will receive clearer compensation for vaccine distribution while maintaining uninterrupted service through the extended no-strike period.
