Malaysia's health budget cuts spark calls for urgent mitigation plans

The Madani Government Backbenchers Club (BBC) has called on the government to present a detailed mitigation plan for upcoming budget changes in the health sector. Chairman Datuk Seri Dr Zaliha Mustafa stressed the need for clear measures to protect public healthcare quality amid financial adjustments.

The BBC’s proposals come as concerns grow over a projected RM3 billion allocation for the sector, with warnings about potential impacts on staff workload and patient care. The BBC has outlined several key recommendations to strengthen healthcare without immediate large-scale spending. One proposal involves upgrading primary care facilities to at least Type 4 Health Clinic standards. This would expand treatment options at the community level and ease pressure on overcrowded public hospitals.

Another suggestion is to accelerate plans from the Health White Paper, shifting towards a broader, wellbeing-focused approach. The club also supports continuing the Madani Medical Scheme, which aims to reduce public hospital visits for minor treatments.

To secure medical supplies, the BBC advocates boosting local production of medicines and devices. Financially, they propose introducing a basic Medical and Health Insurance and Takaful Plan (MHIT) to reduce dependence on federal funding. Additionally, the group recommends delaying new hospital construction in favour of upgrading existing facilities and ensuring adequate medical equipment.

Dr Zaliha highlighted the risk of increased burnout and staff migration to private healthcare if budget cuts are poorly managed. The BBC’s proposals aim to balance cost-saving measures with maintaining service quality and workforce stability. The BBC’s plan focuses on practical upgrades and policy adjustments rather than major infrastructure projects. If implemented, these measures could reduce strain on public hospitals while safeguarding healthcare standards.

The government will now review the proposals as part of broader budget discussions, with the health sector’s future allocation under close scrutiny.
