Putin's Bold 2036 Plan to Transform Russia's Far East into a High-Tech Hub

Russian President Vladimir Putin has ordered officials to create a fresh socioeconomic plan for the Far Eastern Federal District. The new strategy will cover development up to 2030, with long-term goals stretching to 2036. It aims to build a modern, high-tech economy and strengthen ties with Asia-Pacific nations while improving living standards across the region. The previous strategy delivered strong results. Fixed capital investment jumped by 286%, while industrial output rose by 168%. Manufacturing expanded by 223%, and mineral extraction grew by 1.4 times. Housing completions also increased by 1.5-fold annually.

The upcoming plan has five main priorities. These include fixing infrastructure bottlenecks, attracting new investment and technology, boosting science and innovation, raising quality of life, and adapting to climate challenges. A key focus is cutting working-age mortality and increasing life expectancy through better healthcare and education.

Transport upgrades will play a major role. Projects include expanding railways, building transshipment terminals, and modernising warehouse complexes. The strategy also targets new mineral deposits and the creation of service and logistics hubs to drive economic growth. Higher wages and better working conditions are expected to follow.

For the Magadan Region, the goal is sustainable growth as a mining and logistics centre. Officials must finalise and approve the new strategy by August 1, 2025. The plan seeks to transform the Far Eastern Federal District into a diversified, high-tech economy. It builds on past gains in investment, industry, and housing while addressing infrastructure and social needs. If successful, the strategy could reshape the region’s economic future and strengthen its role in the Asia-Pacific.
