A 35-year-old resident of Arsenyev has been fined for illegally selling unmarked nicotine products. The Dalgorensk District Court found the defendant guilty of trafficking nicotine delivery systems and flavoured mixtures without proper labelling. The case highlights growing concerns over underage nicotine use in the region. The court’s investigation revealed that the defendant stored and sold unmarked nicotine products in Dalgorensk. Authorities confiscated items worth over 2 million rubles during the probe. Under Russian law, the sale of unmarked nicotine goods violates Part 6(b) of Article 171.1 of the Criminal Code.
The defendant received a fine of 400,000 rubles as punishment. All seized products will be destroyed once the verdict becomes legally binding. The ruling, however, remains open to appeal for now.
This case comes as health officials report a drop in the age of first nicotine exposure across the Primorsky Territory. More children between 8 and 10 years old are experimenting with nicotine, raising alarms about youth access to such products. The court’s decision enforces stricter controls on nicotine sales in the region. Unmarked products tied to the case will be removed from circulation. Meanwhile, the fine and potential appeal process mark the latest step in addressing illegal nicotine trafficking.
